I am directed by the Board of Trade to refer to your letter No. 13618/99 of the 13th ultimo, forwarding a copy
of a despatch from the Governor of Hong Kong covering a further draft of a Bill to amend the Vagrancy Ordinance
1897.
In reply, I am to state, for the information of Mr Secretary Chamberlain, that, in the circumstances, they do not desire to press for the alteration in section 22 of the 1897 Ordinance suggested in the last paragraph of the Board's letter to you of the 6th December last; and they concur
in the terms of the present draft Bill.
It is observed, however, that in the clause which it is proposed to substitute for clause (c) of section 21
of the Ordinance of 1897, the word "seaman" is used instead of the word "sailor"; but no provision is made for substituting "seaman" for "sailor" in the rest of the Section. With
a view to avoiding possible difficulties, the Board would suggest, for consideration, that at the end of Section 2 of

Colonial Office.
